A Huvema HU-1000-2.
Currently lacking a chuck or faceplate.
The spindle has an M20x1 thread with an M8 thread in the center, with a center in the center and a spur drive on the outside.
The tailstock has a (probably) MT2 live center.

the drive V belt appears to be 8*9*785mm
